According to WaBetaInfo, a new section will be added for community admins where groups suggested by community members will be displayed. It will help you reach out to other users from other groups.
How to Suggest a Group
To use this feature, members must open the community screen, which shows all of its groups. Then they basically add the new group using a dedicated button. This process will make sure that only relevant groups are included, as each suggestion will require approval from the admins before being added to the community.
However, currently, this feature is accessible by a limited number of Android users who are beta testers for WhatsApp.
